some RFJ fixes
amend section "Stepping Down" in rule 2-5 to read as follows:

While
an RFJ is Pending or Assigned, the Player selected as Judge for that
RFJ may, as a Game Action, step down from office. In this case, the RFJ
becomes Pending (if it is not already) and a new Judge is selected by
the Administrator.

assigned RFJ by changing it's state to Accepted. [[this means e
acknowledges that the RFJ is assigned to em and e is "working on it"
]]. Alternatively if the selected Judge considers the contained
Statement to be unclear, ambiguous or irrelevant, e may change the
RFJ's state to Invalid instead.
