Game Actions Update
Amend Rule 1-10, replacing {Any Player may take any Game Action at any
time unless the rules say otherwise.} with {Any Player may take a Game
Action explicitly permitted in the rules at any time. No Game Action may
be taken that is not explicitly permitted in the rules.}
Append Rule 1-10 with {If this rule conflicts with another rule, then
that rule takes precedence.}.
Remove Rule 1-15.
Amend Rule 1-8, replacing {The Administrator may} with {Only the
Administrator may}.
Amend Rule 2-1, replacing {The Clock may be changed from Off to On or
from On to Off as a Game Action by the Administrator.} with {The Clock
may be changed from Off to On or from On to Off as a Game Action only by
the Administrator.}.
[[I noticed that the Rules for whether or not a player could perform a
Game Action were separated, and that if 1-15 is removed, the rules might
read as though anyone could perform the same Game Actions as the
Administrator. I figured roll this proposal out early in the nweek for
discussion.]]
