Create the following rules:
== Pirate Rules ==
A Pirate Rule is any rule that mentions Pirate Rules. Each Pirate
Rule has a Pirate Rule Index, which is the number of occurrences of
the string "Pirate Rule" in the text of the rule, including comments.

rule by two, so that its Pirate Rule Index is seven */.
== Plundering ==
At the beginning of each nweek, Xd4 is rolled for each Pirate Rule
containing a player, where X is the Pirate Rule Index of that rule.
Each player on that Pirate Rule gains points equal to the value of
the roll divided by the number of players on that rule, rounded down.
== Teleport Interdiction ==
No player may move from null to any Pirate Rule.
== Ship Size Limitations ==
No player may move to a Pirate Rule if the number of players
occupying that Pirate Rule equals or exceeds that Pirate Rule's
Pirate Rule Index.
